Decoding shortened Google Plus codes to full coordinates

I'm working on decoding shortened Google Plus Codes into their full 10-digit versions for mapping. Unfortunately, when I use the pluscodes Python library, the coordinates I get for my city locations just aren't right.

Does anyone have an idea of where Google keeps the reference data for these short codes, or how to accurately convert them to the full codes?
 
Are you currently providing a reference latitude and longitude when decoding, or just feeding the short Plus Code directly into the library?
